Leyland Leopard начал выпускаться в 1959 году и заменил собой Leyland Tiger Cub. Первоначально шасси имело две модели: L1 (30 ft bus) - шасси для городских и пригородных автобусов, L2 (30 ft coach) - шасси для круизных лайнеров и LHL1 - шасси с левосторонним рулевым управлением. По габаритам и колёсной базе они были схожи. В 1961 году на Scottish Motor Show были представлены новые модели: PSU3.1R, PSU3.1L, PSU3.2R, PSU3.2L - (36 ft bus) и PSU3.3R, PSU3.3L, PSU3.4R, PSU3.4L - (36 ft coach).
